Strategic Update of Country CA Analysis – Palestine

About the role

This short‑term consultancy supports the United Nations Resident Coordinator System in delivering a strategic update of the Country Analysis (CA) for the State of Palestine. The assignment will produce a ServiceCA document that integrates the perspectives of the UN Country Team, the Development and Stabilisation Cluster, and the Humanitarian Coordination mechanisms.

Key responsibilities

• Review and synthesize existing Country Analysis material, including UNCT, DSC, RC and HC inputs.
• Incorporate latest data on conflict dynamics, political economy, humanitarian needs, governance, and resilience capacities.
• Ensure the updated CA reflects the integrated peace‑humanitarian‑development approach required in triple‑hatted settings.
• Identify emerging risks, opportunities, and strategic priorities for collective UN action.
• Draft a concise, forward‑looking analytical report that can inform programming, financing, and political engagement.

Required profile

• Demonstrated experience in UN country analysis, integrated planning, or similar strategic assessments.
• Strong understanding of conflict analysis, political economy, and humanitarian coordination.
• Ability to work independently, synthesize complex information, and produce clear analytical outputs.
• Excellent written communication skills in English.
