Basic Needs Consortium Manager

About the role

The Basic Needs Consortium Manager will provide technical oversight and strategic leadership for the Basic Needs Consortium (BNC) supporting Gaza’s humanitarian response. Reporting to the JWBG Country Representative, the role ensures high‑quality programming, effective coordination among consortium members, and strong representation with donors and external partners.

Key responsibilities

• Lead implementation of the BNC strategy, chair Steering Committee, Field Management Team and Technical Working Group meetings.
• Provide technical guidance throughout the project cycle to ensure compliance with donor guidelines, quality standards and industry best practices.
• Manage the Consortium Management Unit, supervise staff, conduct performance reviews and promote staff well‑being.
• Represent the BNC with external stakeholders and donors, ensuring the consortium’s voice influences higher‑level discussions.
• Drive program learning, identify research opportunities, disseminate best practices and integrate innovations into the BNC’s knowledge agenda.
• Support proactive fundraising by leading technical writing, proposal development and budgeting for new funding opportunities.
• Oversee technical assistance and capacity‑building activities for staff and partner organizations.

Required profile

• Proven experience managing multi‑partner humanitarian or development consortia.
• Strong leadership and team‑management skills with a track record of supervising diverse staff.
• Excellent communication and stakeholder‑engagement abilities.
• Demonstrated experience in proposal development, budgeting and donor reporting.
• Ability to work under pressure in a complex, conflict‑affected environment.
