Procurement Manager – Metro Project

About the role

We are looking for a senior Procurement Manager to join the METAV procurement team responsible for the delivery of three new underground metro lines in Tel Aviv. The role will support the client from design through construction to operation, ensuring the procurement strategy is executed across all disciplines.

Key responsibilities

• Develop and implement the procurement strategy for the entire metro network, covering design, construction and operational phases.
• Guide line managers and designers on procurement, commercial and contract matters, ensuring a consistent approach.
• Establish and maintain contract management and procurement procedures on behalf of the client.
• Support the client in market engagement, supplier discussions and procurement documentation review.
• Identify, assess and mitigate procurement risks and ensure robust reporting to the Lead Procurement Manager.
• Benchmark best practices and drive continuous improvement across large‑scale infrastructure projects.

Required profile

• Minimum 10 years of experience in major infrastructure or transportation projects, preferably mass‑transit.
• Deep knowledge of procurement strategies for metro, rail or LRT systems.
• Proven ability to lead multidisciplinary project teams and manage stakeholder relationships.
• Strong analytical skills, decision‑making capability under pressure and conflict‑resolution experience.
