Procurement Manager – Global Strategy & Vendor Management

About the role

Dream is a sovereign AI and national cyber‑defence company that helps governments protect and act on critical data. As Procurement Manager you will shape and execute a global procurement strategy that supports the company’s mission at scale.

Key responsibilities

• Define and maintain procurement policies, processes and guidelines across all business units.
• Lead the implementation and integration of a procurement system tool with the NetSuite ERP platform.
• Oversee the full Procure‑to‑Pay (P2P) cycle, including budgeting, sourcing, negotiation, vendor management, contracting and cost‑reduction initiatives.
• Negotiate contracts and framework agreements with software and hardware vendors to secure favorable terms.
• Collaborate with Legal, Finance, IT, Security and other stakeholders to ensure compliance and alignment.
• Manage day‑to‑day vendor relationships and monitor service delivery.
• Provide spending analytics and metrics to drive expense reduction and operational effectiveness.
• Train internal teams on procurement policies, processes and the new system.
• Handle ad‑hoc contracting requests, renewals and ongoing contract monitoring.

Required profile

• 8+ years of experience in global procurement management, preferably with a focus on software and hardware solutions.
• Proven ability to develop and execute procurement strategies aligned with corporate objectives.
• Experience implementing procurement tools and integrating them with ERP systems (NetSuite preferred).
• Track record of negotiating contracts and managing supplier relationships worldwide.
• Strong knowledge of technology market vendors and framework agreements with OEMs.
• Demonstrated ability to create procurement metrics and KPIs.
• Excellent project management and organizational skills.
• Fluent in English and Hebrew.
